I'm guessing that there's a simple explanation that I'm stupidly missing, but I don't understand why they're so low.

I completed all of them for HL2 last night -- well, I cheated with hints for the nine or so Lambda caches I missed in the course of playing several times :) -- but when I finished, just for the heck of it I took a look at the global stats for the game for the first time.

Only 20.5% got out of the apartment block during the raid? You have to do that in the first few minutes of the game, before you even hook up with Alyx.

I can see trivial ones like killing five Combine with a manhack or carrying Gnome Chompsky to the rocket that aren't necessary to finish the game, but how could 79.5% of the games sold have barely even been started? Is there a way to disable the tallying of achievements, and do that many players actually do?

A lot of people might just fire it up to make sure it is running on the computer and turn it off or put Steam into offline mode.

HL2 is in a weird spot too cause it was included in the Orange Box and many many of those people who bought the OB had previously bought HL2 and didn't want to play it again.

Some people might of just bought it for the source engine as well.

Can't say for sure.

Yeah, I didn't have any of the HL2 achievements, but I've played through the game at least twice. The last time I fired it up just to play through the airboat level again and got that one achievement.
