Giving blood questions

There is a clause that says that if you lived in the UK during a period then you won't be able to give blood, does anyone know why? I guess they had Mad Cow Disease but how does that affect healthy people's blood?
 
when you donate blood, they also make 4 or 5 tubes for testing. maybe they can't test if the blood has mad cow diesease in it?

I'm pretty sure they have a seperate section to fill out with all the medical and disease related stuff.
