Give me some ideas on upgrading from a R290....

Both good questions, though for a true upgrade to a 290, I would say 1070 minimum, or wait to see what Vega brings. The problem is, your budget doesn't really allow for much more than a side grade.

this is it. GTX 1060 6 GB or RX480/580 don't offer significantly better performance than a 290. Not even close to be worth the price. Since 290 hence is still somewhat viable I would wait for Vega release which might give you GTX 1070 performance for around $400 but with eh given budget your out of luck as 290 just was that good in performance/$ and prices have since significantly increased more so than performance.

EDIT:

OK in US you might be able to get a GTX 1070 for roughly $380-$390 if you choose the cheapest cards available. Still I would now wait another 1-1.5 month for Vega release. At worst case you wasted that time for nothing.

Despite AMD being a perennial disappointment, we should still expect the $400 Vega to significantly outperform a 1070.

The 1070 with the hottest cooler (FE) is already 32% above a 290X at his resolution:

I'd say that mini 1070 at $330 is a steal for pretty much anyone on 1440p and that has less than a 980Ti in their box now.

personally, I got a 290 and a 1080 freesync monitor

my next GPU upgrade might be when Volta is released and then I'll evaluate between AMD & Nvidia

At the $350 im sure things will change with Vega. I doubt AMD won't have anything that slots near the 1070 in terms of both price and performance. So if you want to go earlier, I'd just buy a 1070. If you want to leave the door open for the cheaper FreeSync (vs Gsync on Nvidia) then it might be worth it to wait for Vega since we're finally close to release.

I have a 290 as well and I don't think anything at that price point is worth the upgrade. Wait for Vega to come out and save up a little more money. The 580/1060 are basically sidegrades. The 1070 is significantly faster, but not worth the $$$. 1080ish performance is the slowest I'd bother upgrading for. Chances are we'll know more at the end of the month.
