give file ownership in XP (not on a domain)

I have a certain program that requires that all input files be owned by a specific person. That person has now left the company and his account is disabled. Is there any way for me (as an administrator) to reassign ownership of the file from the creator to the disabled user?

In unix, I could use chown to give ownership to anyone. I have not found a GUI or CLI way to do that in windows.
 
Sorry, missed that in the thread title...I think both ways in my link will work. Subinacl definitely works in XP.
