Rudy Giuliani, President Donald Trump's personal lawyer, said Sunday that he wouldn't cooperate with an investigation by House Intelligence Committee chair Adam Schiff into Trump's contact with the Ukrainian president.

Giuliani sparred with host George Stephanopoulos on ABC's "This Week" after a week of major developments after a bombshell whistleblower complaint was revealed that centered on a July 25 phone call between Trump and Ukrainian President Volodymyr Zelensky in which Trump repeatedly raised to Zelensky a potential investigation into former Vice President Joe Biden, a political rival for the 2020 presidential election.

Amid the growing details released by the administration, House Democrats are zeroing in on Trump's inner circle as they pursue the impeachment inquiry over allegations that Trump pressured foreign officials to investigate his potential 2020 Democratic opponent for his own political gain.

However, Giuliani pushed back on the growing scrutiny over Trump's inner circle, saying he "wouldn't cooperate" with Schiff.

"I wouldn't cooperate with Adam Schiff," Giuliani said, adding that he thinks the Democratic lawmaker should be "removed" and if he was replaced with a "neutral person," Giuliani would consider cooperating.

"So that's your answer, you're not going to cooperate?" Stephanopoulos asked.

"I didn't say that," the lawyer said. "I said I will considerate it."

"You said you wouldn't do it," Stephanopoulos replied. "You said you will not cooperate with Adam Schiff."

"I said I will consider it," Giuliani said.

T Asked repeatedly if he would cooperate with House Intelligence Committee, Rudy Giuliani tells @ThisWeekABC , "I wouldn't cooperate with Adam Schiff," but then says he would "consider" it were chair Adam Schiff removed.
Schiff pushed back on "This Week," saying the probe would continue despite the administration's attempts to dismiss and discredit the whistleblower.

"This whistleblower showed a lot of guts to come forward," Schiff said. "The fact that what the whistleblower related came from third parties doesn't make it less credible when that information is borne out."

Schiff said the whistleblower "has already been substantially corroborated," pointing to the similarities between the report and the memo released by the White House that detailed the call.

I can't wait for Rudy to sit there and plead the 5th. he's in so deep he really has no choice to either do that or completely cooperate with the inquiry

Aren’t there limits placed on pardon power once an impeachment inquiry is underway?

That has never been tested.

On one hand there is no explicit limitation on Federal pardons, but the Constitution is often taken in context with intent and such a pardon would miserably fail that test. As Franklin said that impeachment and removal is the alternative to a noose. Viewed in that light it's difficult to consider that pardon ought to be used for self protection.

Bottom line- it would go to the SCOTUS and outside of Kavanaugh and Thomas I don't know who would go with Trump with this.

Edit- the House has the inherent power to cite for contempt and arrest and detain someone, a rare thing indeed that should come back now.

Toh mae toe/toh mah toe cooperate/consider it....come on guys.

He'll squeal like a pig once the specter of jail comes to light and as reluctant as the NY Bar is to act one may reasonably expect that he's out of legal practice at the point he fails to cooperate with an impeachment inquiry. Naturally, he can plead the Fifth, but then he has to cooperate absolutely and if he does not he loses all legal protection.

George S. is exactly the kind of guy to pin him down. Yeah, Guilliani is pretty messed up in the head, can't keep his head straight. Contradicts himself left and right. Hope he does go to jail, his boss too.

Congress: So tell us Mr. Guilliani what part did you play in the Trump abuse of power in Ukraine?

Guilliani: Well, I realized that only I could bring the President down so I dangled that fish before him and he swallowed hook line and sinker. I told you I would be the hero in all of this. Now would you kindly stop fucking around and impeach him. He's as guilty as sin.

Rudy has been on every news show lately and he's either on drugs, or he should be.
He rants and screams and it seems to me that Rudy knows he is getting on Donald's bad side.
Rudy is totally unhinged.
He refuses to talk about Trump and Ukraine and starts yelling about Joe Biden and Ukraine.
And this talk that Trump did no crime because Trump released that transcript about his Ukraine phone call, well the reason Trump released that transcript was only because the cat was out of the bag.
Everyone was about to learn about this Ukraine debacle, so someone told Donald Trump to release the transcript.
Probably AG Bill Barr told Trump to release it.

Its funny how the transcript clearly shows Trump broke the law big time, but Fox and others aligned with Trump twist it around with asking "how could Donald have done anything wrong when he voluntary released the transcript?".
Just because a crook admitted they broke into a bank doesn't make the crime of bank robbery go away.
In the twisted mind of Fox News that might be the case, but in the real world a crime is a crime is a crime.
Just wait until Trump starts attacking Rudy. And Trump will say "I never really did like him".
Trump always tries to distance himself from close friends and acquaintances when the relationship turns sour.

House Intelligence Committee subpoenas Giuliani for Ukraine documents
From CNN's Manu Raju

The House Intelligence Committee has subpoenaed President Trump's personal attorney, Rudy Giuliani, for documents related to the Ukraine controversy to be turned over by Oct. 15.

Foreign Affairs Committee Chairman Eliot Engel, House Intelligence Committee Chairman Adam Schiff and Oversight Committee Chairman Elijah Cummings requested the documents in a letter they sent to Giuliani, according to their joint statement.

“A growing public record indicates that the President, his agent Rudy Giuliani, and others appear to have pressed the Ukrainian government to pursue two politically-motivated investigations,” the chairmen said in the statement. “The committees have reason to believe that you have information and documents relevant to these matters.”
What we know about Giuliani: The former New York City mayor has become a central figure in the unfolding scandal surrounding Trump's communications with Ukrainian President Volodymyr Zelensky that have led to a House impeachment inquiry into the President's conduct.

According to a White House-released transcript of a July call between the two leaders, Trump asked Zelensky to work with Giuliani and Attorney General William Barr to investigate former Vice President Joe Biden and his son, Hunter, though there is no evidence of wrongdoing by either Joe or Hunter Biden.

Why can't Giuliani just claim his 5th Amendment Rights the way that Lois Lerner did?

Sure he can if he believes his crimes will catch up to him. Regarding testifying about the President, he has no choice, none that won't absolutely fsck himself over.

why are you balkanizing the thread?
Depends if this is a reference to me and not a reference to the idiocy of the original post. There's at least 4 things that would keep Giuliani out of jail in regards to his testimony.
1. He has executive privilege from testifying.
2. He has attorney/ client privilege from testifying.
3. He pleads the 5th Amendment and cannot be forced to testify.
4. He tells everything and none of it is against the law.
There's always a chance that the Supreme Court could compel his testimony, but it certainly isn't a done deal.

I'm impressed that Trump was able to find someone that's possibly more incompetent at their job than he is. Hard to imagine that's possible, but looks like he's done it.

Biden said something recently that shows should stop booking Giuliani. Whereas I think every other Democrat thinks they should absolutely keep booking Giuliani. Him appearing on news programs is the most damning testimony most prosecutors could hope for. I've literally never seen anyone on my life as incompetent at any thing as Giuliani is at defending himself and Trump.

doesn't look like he can rely on attorney-client privilege to protect him from testifying:

Generally I am against the incarceration of mentally ill people.

I also doubt the constitutional power to issue pardons overrides the power of congress to incarcerate for failure to cooperate/contempt of congress, especially in relation to impeachment proceedings. It would make the power to impeach meaningless otherwise. Without doing the slightest research, I'm pretty positive that issue has never been addressed by the courts.

Giuliani loves this mob-like mentality of doing things and describing things and game playing.
What Giuliani was intending to do is EXACTLY what Giuliani pulled and Trump pulled against Hillary back in 2016.
Remember?

Just like 2016 <----- CLICK THE DAMN LINK ;)

This was all planned.
Trump called Ukraine and Giuliani actually went to Ukraine to dig up dirt on Joe Biden so they could release the dirt once Joe Biden was the DNC nominated democratic candidate to go up against Donald Trump.
Just as with 2016, Trump and Giuliani planned on releasing the dirt they either discovered or more likely made up out of thin air, to release the dirt as SOMETHING REALLY BIG just weeks or days before actual election night.
They were hoping to discover some dirt with Ukraine that they could sit on right up to the very end, then pounce on Joe Biden at the last minute.

Seriously... watch the link above.
They have pulled this crap before, and Giuliani loves to play the mob hit man. Secretive and full of suspense. "Just wait, something big is about to happen", Giuliani would say. Giuliani was planning on repeating this same 2016 tactic in 2020, and thus their communications with Ukraine.
It's all right there, the crime, in plain sight. A crime they began recently so they could be ready come October 2020.
However this time the tables were turned on them and they all got caught.

When Giuliani and Trump pulled this crap back in 2016, Donald Trump was not yet president so what they did back then to Hillary was possibly not a crime. But this time Donald Trump is president, and what Trump did this time is definitely a crime.
See how that works?
If you do then please inform Donald Trump how that works.

As far as the whistleblower, I suspect their identity will surprise everyone if and when we ever learn who it is.
I figure that it may very well be Mike Pompeo, or possibly John Bolton. Maybe THAT was why John Bolton left or was fired.
I'll say it again... MAYBE THAT WAS WHY JOHN BOLTON WAS FIRED.
Maybe Bolton was aware of the conversation between Ukraine and Trump and told Trump that Trump broke the law, so Trump asked Bolton to leave.

Now..... if John Bolton is indeed the whistleblower, then John Bolton's creditability would be unquestionable. Even if John Bolton sources were second-hand, you can bet those second-hand sources are just as believable as if they were first-hand.
In other words, no one is going to question John Bolton's creditability.
Well.... maybe one might try to. Sean Hannity.

PS...
And if this is how they break the law going after Joe Biden, JUST IMAGINE what we DO NOT KNOW about their current criminal efforts against Elizabeth Warren, or Pete Buttigieg, or Bernie Sanders?
After all.... they must cover all the angels. No one knows for certain who the democratic nominee will be. Imagine the laws Trump and Giuliani must be breaking THIS VERY SECOND against the other potential nominees.

Giuliani has pulled several similar stunts before. Remember when he forced Comey’s hand 2 weeks before the 2016 election, when he claimed Manhattan FBI had more dirt on Hillary Clinton? Or how Ukraine suddenly stopped cooperating with the Mueller probe into Paul Manafort??
