Yeah, that is kind of crazy. I'm 24, still no cavities. Guess it was in part from my grandmother - she was always big on making sure you take care of your teeth. Once your permanent teeth come in, that's it, you're stuck with them for life.

There was a report about dentist capping kids teeth instead of pulling them because the state paid very litte per tooth pulled and a lot per tooth capped.
