GIMP for windows?

Depends on your needs. Fully featured, Gimp is probably best. Easy, and very featured, Paint.NET is best. Paint.NET isn't libre software, but is gratis.
 
Depends on what you need. GIMP is good for certain things like typesetting and brushwork but I like SAI for doing linework.
 
I am a big fan of Paint.net actually, Gimp isn't exactly a Windows feeling application whereas paint.net fits in a bit better. For Vector stuff I add in Inkscape, the combination is pretty decent.
