gigabyte x299 gaming 7 weird fan issues

i am having a weird issue on my x299 gaming 7 gigabyte board. when i hit the power button to turn the system on , there are some fans that will spin and some that will not. i have them all plugged into fan headers im not sure what is preventing those from spinning. any help is appreciated sometimes they all spin sometimes they dont.
