Gigabyte K8NSC-939 nForce 3 250GB PCI Bus Problems

I ordered the K8NSC-939 nForce 3 250GB from NewEgg. I have worked quite a bit with the Gigabyte line and have found it to be very respectable. Until I got these boards.

Windows doesn't recognize that there are things in the PCI slots, Linux doesn't recognize that there are things in the PCI slots, and even the startup "Listing of PCI Devices" doesn't show anything!

Both boards were then upgraded to the latest BIOS and it did not help.

What's worse is that the onboard network port is based on the PCI bus, so I am stuck using a friend's USB network adapter that he uses for his TiVO.

Any ideas of my next course of action? Now I have 2 boards that need to be sent back to Newegg. I don't want to mess with another nForce 3 board, but I have a 939 Processor and an AGP Card, which is making life a bit difficult at the moment.
 
I considered that motherboard, but I don't want something with both the AGP and PCIExpress.

My question is: how could two boards have the same exact problem??
