Gigabyte GA-P35-DS3L (Rev 2.0) problem

Ok, I recently purchased new components for my computer and so far everything has been working great. Oddly enough, I found out a small issue with the motherboard. (Or, at least, it seems to be the motherboard)

Essentially, whenever I go to restart my computer through windows(XP), it won't restart. I hit restart, windows says it's shutting down, then the screen goes blank after that. My monitor turns off (says it has no signal) and it just sits there forever. The computer is still on, fans are still running, it just doesn't restart.

Does anyone have any ideas as to why this is happening?

System specs:
E2160 @ 2.7ghz
2x 2GB DDR2-800 RAM (at 900mhz)
Geforce 8800GT
Corsair HX520W (Modular..)

Before anyone asks, I was experiencing the exact same programs when I was running everything at stock speeds, so that rules out overclocking.

EDIT: Also, to clarify, I have no issue shutting down the computer. Just using 'turn off' works fine. Restart is the issue.
