Whats the difference between a power fan header and system fan header?

Some older PSU's used to come with a 3-pin header that connects to motherboards for fan speed control/monitoring. Today's PSU's come equipped with its own thermal sensor so it's mostly a legacy feature on motherboards. You can hook up a fan if you're short on 3-pin fan plugs, though.
