Gigabyte EP35-DS3R loose NB heatsink

So I opened up my newly purchased motherboard, and the first thing i notice is the NB heatsink is sitting awkwardly diagonal, and there is a clear tear in the anti-static package that the heastink is poking through. It looks like it got knocked off, but I looked closer and it looks to have 2 holes for screws/pins that aren't even there. There was a loose spring and I think pin in the bag itself. Should I return this, or is this sort of normal? Should I just attach the heatsink back?
