Gigabyte 7VRX w/ Tbred 2200 Stability

I can only get the 7VRX stable with a +10% vcore setting with the Tbred 2200. Has anyone else had this problem? My CPU temp goes from 60-65 C. Does anyone believe that is too high? I have adequate cooling. Should I return it?
 
I also have a Thoroughbred 2200+ with a 7VRX, I have read that upping the VCORE is necessary with a Geforce 4 however I do not want to do that. I am gettting 57 C with normal vcore however I have ordered a fan that outputs twice the CFM to cool it down. I am experiencing severe stability problems, anybody?
