Gigabyte 5870 dual fan gpu questions

Ok, I just installed my new gigabyte 5870 into my lanbox. I installed catalyst 10.12a and started the pc up. Currently I have the side off and am watching the card and ran into a very strange thing... the fans are not running. According to Overdrive the fans are running at 24% yet they are not spinning at all. As soon as the core temp hits 60c or so one of the fans turns on. After the card drops to around 57c they shut back off again. Is this normal for the dual fan Gigabytes?

Second, my screen is no going full. Windows and my lcd's menu tell me that the screen is set to full but there is about an inch of unused panel around the edges. I'm not sure how to expand it...

I'm going to install 10.11 and see if that helps with these issues. In the meantime I would love some feedback.

What do you mean it says your screen is "full"?

What is your actual resolution setting? 1920X1200 or 1920X1080? Your ratio could be off.

As far as fans not spinning at all, I would expect your card to thermal throttle with no direct cooling. There is no such thing as a passively cooled 5870s.

The screen and my res is set to 1920x1080 yet parts of the LCD are not being used. I'm going to switch HDMI ports and dvi ports (using a dvi - hdmi cable) and see if that helps.

As for the cooling I don't know, the card seems to be running fine but as soon as it gets to a certain temps the fans kick on, once those temps drop the fans shut off again. I've never seen that in a GPU. It's currently showing running at 157mhz core and 300 mhz mem. When I start up furmark the speed jumps to 870/1200 and my fans turn on while the temps climb into the low 90's.

I'm somewhat confused by this card. I'm excited if it really will run passiveish when not playing games, makes me quite happy.

*EDIt* Apparently the screen size issue had something to do with the scaling options. Once I adjusted the slider to 0% (overscan side) the screen took up the full panel. I'm not sure what this slider even means but it appears to have worked.
