Gifting a game on steam that I already own?

I'm assuming you want to gift to someone else? If so, just go to the games store page, click add to cart and when the cart screen comes up it will have the button Purchase As A Gift highlighted as the only option to continue on to buy it. I've done it before with no problems.

Do you mean giving someone else your copy of the game? Because you can't do that with Steam's DRM.

Yeah, if this is what the OP meant you can't do that. Once a game is tied to your Steam account it can not be transferred.

not yet.

the eu ruling means valve has to let people(eu citizens) resell games in their accounts. while there isn't any specification on the money exchange aspect, the whole point of the steam market beta is to allow people to sell game eventually. the real test will be whether or not you can pull money out of steam after you sell a game or if it stays in steam as credit.

As some one else mentioned, yes, and gift a game to some one else, even if you already own your own copy of that game. You just can't gift a game that you purchased for yourself as it's already tied to your account.
