you don't need to make any of it really expensive.. you can burn the cd.. buy a cheap chickflick dvd.. fill in with other inexpensive stuff.. a magazine.. if you want to take her out to dinner as part of the celebration than lunch can be.. lunchables, or a carton of yogurt or a smoothie in a bottle.. if you want to cook dinner as part of the celebration than a pair of wine glasses (and a bottle of wine) or potholders or placemats, some kitcheny thing can take the dinner present spot.. a couple roses or daisies.. and since you're tryin' to move past the friend zone but haven't done it yet don't make that nighty too sexy.. go for comfy/sexy.. girl boxers/boyshorts and a tank top jammies oughta be safe. 🙂

21 presents is cool. she'll like this, as long as none of the presents are too far beyond her comfort zone. nothing too sexy. going to this much trouble will tell her you care a lot about her.. too much blatantly romantic stuff will creep her out. subtly romantic. that's what you want. 🙂
