Ghosting problem?

(I'm not even sure if the problem I have is what they call ghosting 😕)

I'm not quite sure how to describe the problem. It's like there are distinct "bars" or contours of differing contrast. The color transitions seem off. The issue gets more noticeable when I game. I think this INQ picture best describes the problem I have.

It only seems to affect my second monitor (LCD TV), not my primary Dell monitor.
