Ghosting on Vizio D55u-D1

I have a Vizio D55u-D1 TV and it seems to ghost when I use anything other than the apps built into it. Now this may be because I mostly watch anime and some run at 23fps but i'm not sure.

1. This is when i was using my Chromecast to send the video to my TV from my desktop, this also happens when I watch any kind of anime on my PS4 as well

2. This is when i put the show on a USB, plugged it into my TV, and watched it off of that.

Does anyone potentially know why this only happens on other devices? and hopefully a way to fix it.

It has to do with the TV input settings. Your denoise/deblock options need to be dialed down or turned off completely.
