Im recieving a new harddrive that I would like to run as boot. But my current drive (20.4) got one 12 gb fat32, and 8 gb ntfs partition. I want to get all files from that drive over to the new one.

And another thing. I might install winme all over again. Will this affect the dual boot? Or will it still work (Not changing boot.ini file?).

I've used Ghost 5 and 6 copying NTFS partitions with no problems at all.

If you are using Ghost in DOS, you HAVE to create an image on a FAT16 or FAT32 partition. You, however, are simply copying one disk to another disk, so there is no "stored image". Ghost will let you copy them across and also let you resize the partions if you so desire.
