GFX or Mobo?

Trying to figure out what is wrong with my current system;

I had the CPU RMA'd so it is not a CPU issue.

I am able to power the computer on, access bios, and then boot from a USB to install windows onto the M2 drive on my computer (only drive connected right now).

I am able to complete the windows installation without any issue.

Upon booting up to partition, I'm greeted with a black screen and "HDMI 1" that refreshes every 3-4 seconds in the upper left hand corner.

Is this a GFX card issue?

I'm confused because the system will work just fine in a Windows installation but then won't boot my disk. I unhooked my other disks thinking there were maybe a conflict somewhere, but still getting the same results.

Mobo or GFX to blame here?
 
What are the specs of the system--monitor brand, IGPU available, GPU connection ports used , windows version, etc. Why are you attempting to partition a drive that windows partitioned or was already partitioned for the windows install ? Is the drive recognized in disk management ?
 
Running everything in the sig. Running through HDMI port, not sure on IGPU?, Windows 10 Home install. Er, fresh install, cleared out the entire drive, let Windows partition it and install to it. Disk is recognized in the Windows installation prompts.
 
I do not see a sig anywhere.
So the GPU is connected from HDMI port #1 to a monitor. Does the cpu have an integrated gpu ? Can you connect the igpu to the monitor ?
When you have the OS installed, and are using it , prior to rebooting, is the drive recognized by disk management?
