GF4 Ti4200 Video Problem

Ahoy. I recently purchased a BFG Asylum GF4 Ti4200 128mb card. (rest of comp specs later). I reformatted and did a fresh install of Win XP. I also installed the 41.09 detonators. A few problems immediately stand out. They or may not be related. In regular 2d windows, sometimes the video will "blink". Like, go to black, and then back immediately. And then sometimes theres a residual effect of my mouse cursor on the screen, in rainbow colors. Just moving the mouse makes it go away tho. And then when i run 3dmark 2001SE, the video SEEMS fine... however every few seconds it will "pause", and then continue. Very much like someone just pressing the pause button randomly. Anyone know any possible solutions??

Heres what my comp is running.

AMD XP 1800.
Gigabyte GA-7DX mobo
dvd drive
cd/rw drive.
30gb and 80gb maxtor 7200.
120gb WD 5400.
1 Promise ATA/100 controller card.
TB SCruz sound card
3com nic.
GF4 Ti-4200 128mb

I am not OC'ing. at all. This card is fresh out of box.

any help appreciated.
