GF4 ti4200 cooling

I recently took off the original thermal paste from my MSI ti4200 and put on some artic alumina...the board seems to be cooler now. The heatsink isn't as warm and on the back of the card where the GPU is mounted is cooler as well...since i dont always game and the fan of my gf4 is in fact the loudest thing in my case...would it be safe to underclock the core and memory and then unplug the fan when i'm not gaming? Has anyone ever tried this?

Also, does anyone know the power consumption of a gf4 ti4200? I think its somwhere around 25 watts max, but i can't remember.
