right now it has the standard black "orb" style heatsink, which is pretty crappy imho (not much surface area, small fan, etc) but it has always worked fine. There is a little thermal paste. Would it help to remove it and replace it with the radio shack stuff (since what is there doesn't appear to have been applied too well)?
 
if it was applied unevenly and there is too much, then yes, replacing it with the radio shack goop should help some 😉 i'm not sure what kind of grease they use though, so it may be worth finding out, and you may just have to spread it a little more evenly and take the excess off(if there is any)
