Getting Video Out for DVDs

Ok, so here is my first post of what I hope to be a whole lot more:

I have a DVD drive on my computer that runs through my 32MB RAM Geforce 256, but it has no TV out. I want to be able to watch dvd's on my TV, so what are my options? I don't really want to upgrade my video card, all I want is the cheapest way to get tv out. Should I get a cheap decoder card? Would that work?

I only have one AGP slot though, and the GeForce is in it, are those cards PCI cards that you mentioned?
