getting tired of all my downloads going to a "time out"

well lately i been getting every download a 'time out' thing is weird.. it drops exactly half in speed, and then just gets to 00.

thing that is weird, is that same file and server sends fine on everyone else but me...

i had someone from my ISP come out and said it must be my computer, so i reformated, and same thing..

anymore ideas guys?

I'd check in Networking Forum.... You using dial-up huh? That's the only people who call it ISP.
