Getting this screen 1000 times in a day

Can techies help me with this. I get this screen 1000 times in a day when I try to call or use whatsapp or anything that I do on my phone this screen pops up immediately even after I click decline this comes up again and again. Its something to accept Vlingo but I dont want to. Its forcing me to do again and again. Also bcoz of this my battery gets disconnected and reconnected 1000 times. I juz don't know what to do. I am unable to charge my battery. I dont know whether its a battery problem or this thing that comes up is due to that. I dont know how to attach the screenshot. I have Galaxy Note N7000

Stuff to try...

factory reset
disable vlingo through app manager(may not be an option)
root/remove vlingo and anything else you don't use.

It seems Vlingo is S-Voice, so if you disable it, that screen won't show anymore.
