Getting rid of "usb not recognized"

One of my USB slots has malfunctioned and as a result I get the "USB not recognized" notification in the take bar every time windows boots. I have stopped the balloon tips already, and the sound it makes. But the icon still appears then disappears on the taskbar, annoying me to no end. Is there a way to nuke that particular message from Windows?

And yes, i've tried the always hide property, but that resets on every boot for some reason.

Can you disable USB ports in the BIOS? My previous motherboard had an entry to choose how many USB ports you use (2, 4, 6, etc) which will disable pairs of ports. The problem is that you can't specify which ports would be disabled. For example, ports numbered 7 and 8 would be disabled if you choose 6 ports, leaving the ports numbered 1-6, and choosing 4 ports would leave 1-4. However, if the problem port is one of the first pairs to go, you may be able to disable it while keeping enough ports left for your USB needs.
