getting random "This device cannot start. (Code 10)" with 8800 GTS 512

I'm using XP 32-bit and Asus X38 based motherboard. My card is a 8800 GTS 512.
XP 32-bit is getting on my nerves, that about 1 out of 3 system starts end with no video card support, good resolution but slow just like safe mode. The device manager says "This device cannot start. (Code 10)". After a restart it usually works again. My CPU is a non-overclocked Q6600, my PSU is a Corsair 520HX. My PSU has enough power, I can play games and run prime95 at the same time even with overclocked CPU. I think it's a windows or BIOS issue, it does not happen under XP 64-bit (dual boot setup).

I have the latest BIOS for the motherboard (Asus Maximus Formula) and I tried drivers 169.21 and 174.53, the same results.

1. Run memtest, you should have 0 errors after a full test (several hours!). If you have even ONE error then your ram/mobo is defective AND you need to reinstall windows as it will have corrupted OS files.
2. did you try a clean install of windows?
