Getting .pl and .cgi files to run on a server?

A webserver. cgi should be turned on, and if you want to run perl programs you probably need mod_perl for Apache. I don't know anything about IIS.
 
What OS are you using?
Your probably need to check the permissions for the directory where you are trying to run the cgi's from.
