Yet everything looked fine and feel right, my only concern is belt drive as I read it is almost impossible to get belt but for the price I will take a bet.

Yours has a belt drive? So it's a 1983? (other years had a chain)
Suspension components wear out over time. Spings, forls seals fluid.
Refreshed means that all the worn stuff was serviced\replaced.

Cafe racer - You have the origin of the term and then you have the poser culture in the United States.
I've seen some crap and as a result I cringe whenever I hear the term. Focus on learning on how to ride prior to how you are going to hack your bike up

Just spend the last 15min trying to decode the VIN, it have a year code "E" which is 1984. And yes it does have a belt, I wish it had chain.
