getting my HVAC vents cleaned

My new townhouse has 2 levels and an attic. Combination of furnace being in the attic and all vents being on the ceilings makes the first floor stay really cold while the 2nd floor getting really hot. Also thermostat is in the first floor so it takes a really long time before temperature reaches the preset level (just took nearly 3 hrs to get from 60F to 66F). Furnace staying on for such a long time is really killing my wallet (last month's bill was $329!!) and I need to do something about this.

I closed most the vents upstairs hoping that will lead to more of the hot air coming out of the first floor vents. That didnt help much as I still dont feel much airflow coming out of the vents downstairs. So now Im thinking that maybe the vents are clogged.

Called around to a bunch of duct cleaning places and found out that the prices vary from $159 to $400! Two of the cheaper places was Sears and this other company that uses something called the rotobrush. Im not really sure what questions to ask them when calling them up. What should I be considering when picking a place? I want to make sure it is done right
 
Your vents aren't "clogged" unless someone stuffed something in them (which is not all that uncommon, there were towels stuffed in one of our vents when we bought our house). You can check the immediate vicinity of the vents for clogs yourself.
 
duct cleaning is not going to help you. running a wire fish through them and see if there are thing stuck near the vent might.
 
what you need to do is buy a very large SUV that burns as much fossil fuel as possible, so it emits mass carbon dioxide

as the earth's atmosphere heats up, your lower level will warm up

Check all dampers/registers control in the place because it could be messed with by previous tenants. Upper floors dampers should be partially open in the winter and lower floor fully open (dampers in reverse positions for the summer). It might be wise to call management to get a HVAC tech in to rebalance the system if you don't know what you are doing.
