Getting my address book back

I saved favourites, OE, cookies and mail to disk and reinstalled w98se but when I pointed import back to saved OE folder, it wouldn't allow access! I was to request permission of the network administrator. Only its a stand alone computer.
Is it just me or is address book the least intuitive to save in w98se. Anyone help me. I have a printout and can manually type in but what a pain.
