Getting LDAP BIND errors on remote site Domain Controllers

The processing of Group Policy failed. Windows could not authenticate to the Active Directory service on a domain controller. (LDAP Bind function call failed). Look in the details tab for error code and description.

What is odd is that DFS is replicating the sysvol information just fine to these domain controllers/Global Catalog servers. I have been looking at my security settings in ADSI Edit, and it looks good. I got DNS resolution... I've demoted the servers from Active Directory DS role, and brought them back up.. Still getting these errors..

primary function of these servers are Remote Site Global Catalog Domain Controllers for specific subnets in that region through AD Sites, and Services.
