Played ol CS from early beta days up until last year. Boy lots of fun wasted nights.. :)

Well that system sounds about right for the FPS you are getting. What size monitor?

I would run these settings on your system.

1152x864 (its a good middle point between 1024 and 1280 rez)
2x AA (run this off if you don't mind jaggies but want full FPS)
4x AF (run this off if you don't mind blurred walls/ground at distance)
Medium level detail (run low if needed)
Vsync off even though it looks smoother w/less tearing w/it on.

Make sure you have stripped all the unneeded start up items in msconfig.
Update chipset,video drivers.
Make sure to go outside.

Good luck.

What is the native resolution on your monitor? Run it at your native resolution with no Antialiasing and 8x anisotropic. Also set the texture detail to medium and make sure HDR is off.

Turn everything all the ways down. I have an X600 that can run it on max w/o AA, but I still turn everything down and keep it at 1024x768.

Ramp everything down. Then slowly bump things up until you get fps higher than you want.
