Getting Cable or DSL service in my area

How can I convince the local types to get either of these services in my area? My neighborhood is kinda rich-like so I'm suprised there's so little support for technology. So who should I contact for DSL? My cable company I guess for cable modem but they just said late spring and well, it's not here yet, anyone else I could talk to?

they do whatever they feel like. it takes time for the companies to upgrade and test... especially since they don't feel like paying a lot more $$$ to get it going faster.
