You don't need to play at 4k, and though it would probably be a waste for 1080p, it would also be suitable for 1440p high FPS/refresh rate. It depends on what you prefer for your monitor.

It is not better and before upscaling it could be a reason to choose a 1440p over a 4k so you could run native without pushing the video card. But with DLSS and FSR I don't see a reason to go for a 1440p, unless you want a +160 Hz display.

Yeah high refresh rate 1440p is where it is at IMO, there are quite a few 240Hz+ 1440p monitors available now. A 4090 would be great for these, as well as 4k.
 
If you run an RTX 4090 at 1440p you should have a fast CPU. Some Zen 4 X3D part or the 13900K/KS/KF.
For example a 5800X hobbles even a RTX 4080 at 1440P:

13900K + RTX 4080 = 202.9 FPS.
5800X + RTX 4080 = 177.4 FPS.
The RTX 4090 would be even more limited by CPU at 1440p.

So consider your entire system setup, not merely monitor + GPU.

I use scaled 1440p in some games on a 4K monitor. Some RT games are demanding enough to make a 4090 struggle at 4K, and it would be certainly worth having at 1440p. Jedi Survivor was one example recently.
 
The 12700K is absolutely fine, don't bother with 14th gen which is just a tweaked version of the same tech. You can comfortably wait for Z5 or Intel's 15th gen which will have much more impact on games in '24 (probably) and onwards.

I also run 1440p with the 4090, it certainly has utility even though 4K will benefit even more. I'm waiting for the right 4K monitor with high refresh rate as well as proper scaling in Windows, but I'm in no hurry.
 
A high quality 4K display is going to cost almost as much as the GPU. If you already have a good 1440p monitor just stick with that. This card should last you practically forever at 1440p.
