Getting a new cluster. Odometer mileage does not match. Where do I go to get it certified?

My old cluster did not have a tach so I'm swapping it out with a used one that does.
Old cluster mileage = 130k
New cluster mileage = 95k

Where do I bring it to so that I won't be charged with fraud (during inspection, accident appraisal, resale)?
DMV?

As long as you sell the car millage unknow then you can't get hit with fraud. Other then that I don't know

I know GM sells the sticker and I wouldn't doubt other manufactures do as well. Another option would be
to send it to a speedo specialist like this one: http://www.sotelectronics.com/ They can reset the mileage on the odometer for you.

Anywhere besides the dealership?
The DMV won't certify it?

I don't recommend swapping the clusters if you care about the resale. CMU cars aren't worth much.

I really don't care about resale.
That was just one of the what-ifs.

There's prolly a shop in your area that specializes in speedometers. They can reset the numbers to match if you so desire.

In Fullerton, CA a shop called Speed-O-Meter does it.
