Getting a lot of "entry point not found" errors, Please help.

Hi,
I turn my computer today and it starts with one of these "entry point not found"errors related to a picasa file. Very weird message with several different characters, such as asian letters and symbols.
Then I try opening my outlook and get an error that it couldn't open the outlook.pst file. I try opening the folder Outlook that holds the file outlook.pst and get a message that the file or directory is not accessible, might be corrupted.

Ok, here I go run CHKDSK to try to fix corrupted files. When I run chkdsk in admin mode, I get another "entry point not found" for chkdsk

Message reads: "The procedure entry point i could not be located in the dynamic link library CFGMGR32.dll"

I have ran AVG anti virus, and Windows Defender and didn't find any problems.

Do you guys have any idea of what is going on?
