Getting a cell phone plan?

One of my friends got 400 minutes w/ long distance and nights and weekends for 29.99/month from Verizon. This plan is not advertised on their website. So I'm wondering (with AT&T specifically), if I go into the store, will I generally get a better plan for the money?
 
depends on who you talk to. i just updated my plan on the phone about a month ago and the lady was nice and gave me plan that was no longer in effect but better than their current offerings.

Secondly, can you barter with the cell phone people as far as plans go, and how much you pay per month? For some reason, I get the impression that there's some "negotiation room".
