Why would he need 3500 to run a Winchester...I mean, OCZ Plat Rev2 PC3200 can OC higher than most PC4000 RAM (or maybe all of it). And he doesn't need to run his RAM and HTT 1:1. The jump from PC3200 to PC3500 isn't a big one, and the extra 13MHz isn't going to be a big overclocking factor.
I've heard mixed thoughts about Kingston though. The companies I trust most are OCZ and Mushkin, with Corsair not far behind. Then I'd put Kingmax and Kingston (some may put Kingston a bit ahead, but IMHO, Kingmax is a little better) Patriot (aka PDP) and PQI I have no experience with, but apparently Anandtech likes the PQI Turbo (2-2-2-5 stuff) quite a bit, and I've read that people have had no problems with the Patriot stuff.
So really, the biggest question is...are you plannin on overclocking.
If the answer is yes, either buy some high quality stuff (OCZ EL Platinum Rev.2 PC3200, Mushkin lvl2 black, Corsair XMS Pro) and keep your RAM and HTT syncronized, or get some value stuff and run them 5:6.
If the answer is no, just get some value ram (everybody makes it) or that cheapish Kingston (although that's really not all that cheap)
Personally, I'd try a decent overclock with that setup. Do you know what core your new chip has in it??
