I'm seeing consistent temps on my 3770K / P8Z77-V:

The middle one is HWinfo64 which is what I normally use, the other two I downloaded just to test this.

Do you know which program is giving correct readings in your case? You could test with HWinfo64, see what it says.

Also, I'm wondering if motherboard chipset drivers have a role to play in sensor readings.

HWiNFO64 reads the same as RealTemp.
 
IIRC temps for those are unreliable. The temperature target is programmable and your screen shot is showing a target of 88C being used. What results do you get if the CPU Tt is changed to say 105C?, check BIOS for config.

P.S. Note HWM is showing the package temperature some 9C lower than highest core temp.

Played with the BIOS some. Changing the throttling point in the BIOS does not affect the programmed TJ Max that Real Temp is reading.
 
You don't change the throttling point to change Tjmax (Temperature Target). See here.

Package temperature should report the highest temp of the package and therefore should not be less than core temps.

I'm not sure what the default Tjmax is for that chip. Some posts hint at 94C.
