Getting 5V on powered down

I need 5V from the motherboard when it's not on, just connected to PSU. The thing is that this is one of my old PCs (a 845Intel) and it doesn't have WOL, WOR connectors and doesn't support wake on USB. Any ideas?
 
You have to have voltage applied to the motherboard, due to the "soft start". The motherboard sends a signal to the PSU to turn it on, so it requires power to do so.

the motherboard is connected to the PSU, but the PC is not running. I want to power a device and I want it to run also when the PC is powered down.
