Getting $145 state tax refund for what?

My buddy didn't have income for last year, only stock investments and interests on Savings account. How come he's getting $145 in state refund? He tried TurboTax and TaxAct to make sure it wasn't a mistake and sure enough both sites produce the same refund. Anyone else getting this? Is it a standard refund to all residents of NY?

Also with TaxAct, the moment you start there's a $5 Tax Due already posted on top and I haven't even filled out anything yet. When I finished filling out the State portion it gives me the option to remove a Sale or Use Tax of $5. I'm guessing that was it, but why was it charged to me from the start and yet gives me the option to remove it in the end? I thought it was TaxAct charging sales tax for using their website.
