"Get your University Diploma" POP-UP

Does anyone else get this? It's a little pop-up that I get overnight. The freaky thing is this pop up comes out of nowhere when I don't even surf the net... so strange.. My roommate gets it too...

Is there a way to fight back? Like at the very least sent them a few hundred messages back? Or at the very least find the IP of who sent it? I would like to explore legal action against these people, since I in no way asked for these messages and I also have a lot of spare time to construct a case against them.
