Fluorescent = absorbs light at one wavelength and re-emits it in a longer wavelength
Phosphorescent = fluorescence with a sufficiently long half life for re-emitting light such that people notice the fluorescence after the initial light source is removed.
Tenebrescent = reversible color change caused by exposure to light of a particular wavelength
Cheap = your mom

All in a non-toxic putty that stretches, flows, and bounces. The putty is daylight fluorescent, daylight phosphorescent, and daylight tenebrescent meaning you don't need the UV flashlight at all. But it helps for writing on the putty.
