Get 'Insufficient resources exist to complete API' at startup

As my computer is starting up, right when the windows welcome screen comes up I get an 'Insufficient resources exist to complete API' error. If I press OK the computer reboots and the cycle repeats itself. I did a search and apparantly it's a virus so I'm looking for a program or programs that I can boot up with and can at the very least clean the virus, but I would like something that can check and clean any other problems too like malware etc.
