German language keyboard being used despite Region being set to English?

I have a server that is hosted in Germany. For most windows, it's using what appears to be a German language keyboard - with for instance 'z' being typed when I type 'y', and characters such as 'ü', 'ö', 'ä'.

This is even though under Region and Language, Format is set to "English (United States)", and under Region and Language>Keyboards and Languages>Default input language it is set to"English (United States) - US".

For some windows such as the command prompt, I do get the English keyboard with for instance 'y' being 'y'. But for most windows like Firefox and IE, I get the other language instead.

What is happening here, and how do I get the English keyboard for all windows?
