Titled "Tough," Gephardt accuses Dean of flip-flopping on the issue of Bush's request for $87 billion to rebuild Iraq and Afghanistan a supplemental spending bill and going back on his position that he wouldn't use his rivals' votes in Congress on that issue in his campaign.
