This is a civil claim filed by the plaintiff, not a criminal charge filed by the state. You don't need to present evidence to file a claim, just state a cause of action. I would not get all worked up about this unless it actually goes to trial.

The lawsuit could very well be real.

However, is it newsworthy?
Anyone can file a lawsuit against anyone else for nearly any reason.

From reading the complaint it sounds, to me, as if the Plaintiff has a long history of filing lawsuits and probably mental illness.
Her every move in her home is being watched and anyone in a prison or in the military can view it? And the goverment did this in the *hope* someone watching would want to harm her?

Surely the US goverment can manage to have this woman killed if she is such a threat.
