Geometry Problem when changing resolutions

Hi I have a NEC 2141 every time I resize the image it messes up the geometry at different resolutions. Is this caused by my video card or the monitor.

I also have a ATI 9600 pro running multiple monitors.

It is annoying to have to reset the geometry every time
